Fern feels responsible for the accident because she was the one that was the one taking care of Charlie. When you take care of someone you have to pay attention to that person and Fern wasn’t paying attention to Charlie. Since Charlie loves attention he started to play a game of tag (which Charlie called Fern the Big Bad Wolf and was pretending to be chased by Fern the Big Bad Wolf ) and Fern wasn’t paying attention because she was only pay attention to her homework. So, Charlie ran off and Fern had no time to catch up to him. So, Fern feels responsible for not taking care of Charlie which she was supposed to do.
